[Jool-list] Jool 2020 Survey

Hello, everyone.

Work on last year's most voted feature requests was completed, and two
new ones have been brought up since. With this in mind, I decided to
run another survey. This time I'm using an IPv6-enabled service for
those who complained last time :)
