[Reddog-news] RedDog 1.4.0 has been released

RedDog 1.4.0 has been released! The following changes had been included:
- Support The February-2019 version of the gTLD-RDAP profile.
- Add four new configuration flags.
- Support for draft-hollenbeck-vcarddav-icann-rdap-extensions-01
- Remove LDH_name in domain and nameserver tables in reference
implementation.
- Several bug fixes.
