Quizás el problema es otro ...

Porque usas direcciones 1000:: ?

Si no he hecho las cuentas mal, están fuera del rango utilizable (2000::/3), y quizás algo del sistema operativo "no le gusta" (lo cual es lógico) o incluso puede haber un bug.

Lo razonable es usar direcciones publicas que te hayan sido asignadas, o alternativamente, el prefijo de documentación 2001:db8::/32

    Asumo que tu ping es algo así como
    
    ping 1000::192.0.2.3
    
    ¿Es correcto?
    
    Mencionas que agregaste "192.168.200.10" a pool4, pero tu output
    contradice eso: Ahí dice que agregaste "192.168.130.10". ¿Estás
    considerando eso?
    
    Por lo demás, tu configuración me parece viable, excepto que veo que
    estás usando direcciones privadas en la red entre el NAT64 y el
    Router, pero en ningún momento especificas que el router tiene
    habilitado NAT.
    ¿Tienes habilitado NAT en RT? De lo contrario, Internet no va a saber
    cómo regresar las respuestas.
    
    ¿Intentaste hacer ping a Internet DESDE el NAT64, con IPv4?
    ¿Intentaste hacer ping desde PC-IPv6 hacia RT?
    ¿Intentaste correr tcpdump o wireshark en NAT64 o en RT para ver dónde
    se están perdiendo los paquetes?
    Si los paquetes se están perdiendo en Jool, ¿qué es lo que dice su log?
